Yen was a member of the World Security Council and one of the prime overseers of S.H.I.E.L.D.'s operations. During the launch of Project Insight, Yen was killed by Alexander Pierce after HYDRA's infiltration of S.H.I.E.L.D. was revealed.

Dealing with Alexander Pierce[]
Following the Battle of New York, Yen and the rest of the council coordinated with Alexander Pierce to develop a stronger role for S.H.I.E.L.D..[2]
Project Insight[]
Yen, along with the rest of the World Security Council, was called to the Triskelion by Alexander Pierce to witness the launch of Project Insight. When Pierce was exposed by Captain America as a part of HYDRA's infiltration within S.H.I.E.L.D., STRIKE, which was composed of HYDRA members, held the Council hostage, until Black Widow who had been disguised as Councilwoman Hawley took the HYDRA operatives out.
Yen took one of the unconscious STRIKE members guns and held it at Pierce to keep him at bay. He stood by as Nick Fury arrived and as Black Widow released all S.H.I.E.L.D. files to the public. Unnoticed by the others, Pierce moved to his phone pressed a button and the security badges on the council members' chests exploded, killing them.[2]

- Handgun: Yen took a handgun from a member of STRIKE and aimed it at Alexander Pierce until he was killed.

- Explosive Security Badges: Yen was given a security badge as he entered the Triskelion, which he began wearing. However, when he tried to stop Project Insight, Alexander Pierce revealed that the badges were explosive by killing Yen and the rest of the World Security Council.

- Triskelion: Yen was brought to the Triskelion along with the rest of the World Security Council to watch the launch of Project Insight. However, Steve Rogers revealed that HYDRA had infiltrated S.H.I.E.L.D., so Yen stood up to Pierce. However, Pierce killed Yen and the rest of the council.
