Xiao Chen (Mandarin: 小陈), is a Taiwanese delegate attending the Symposium on Alien Contagion in order to establish international politics regarding the Inhumans.

Chen greets Glenn Talbot
Xiao Chen accepted to host an international conference which had been suggested by American President Matthew Ellis to debate the appropriate way of dealing with the increasing number of Inhumans. The Symposium was preceded by a reception during which Chen met with other delegates. While she was discussing with Australian representative, Chen met Glenn Talbot and Dr. Sean Lundwall, an expert in alien biology. Chen expressed her satisfaction when seeing that Talbot was wearing the traditional gown.
Chen votes on the Inhuman Sanctuary
Chen joined the conference room and listened to Lundwall's speech about Inhumans. When Anton Petrov suggested to create an Inhuman Sanctuary in Russia, Chen was favorable to that idea and agreed with Nathi Zuma to vote on the matter. Before the vote took place, Chen warmly thanked Lundwall for his exposé. However, Talbot turned on Lundwall and revealed his true identity as Phil Coulson. Along with the other attendees, Chen saw the arrival of Gideon Malick who convinced them that Coulson was the Director of HYDRA and was planning the extermination of the Inhumans.[1]
