As the war started up, HYDRA heard of Project Rebirth's goal to create Super Soldiers. They successfully bombed the project, destroying it and killing the candidate. This was a step in their victory.

Aftermath

Red Skull's monument

With HYDRA's victory, they went on to dominate and inevitably destroy the world, with the only thing left standing was a monument to Red Skull. This victory was narrated by Watcher to a version of Peggy Carter hailing from a different universe in which she had survived the explosion and become a super soldier, eventually defeating HYDRA.
