Meeting with Ian Quinn[]
Williams joined other high-ranking members of the United States Armed Forces, who were given a tour of the Cybertek Manufacturing Facility by Ian Quinn. Following an explanation of the Project Deathlok Installer and the potential of the Deathlok Soldiers, Williams and the other officers overheard gunfire breaking out. Williams watched on as Jacobs had demanded an explanation from John Garrett, only to witness Garrett brutally murder Jacobs, resulting in Williams and the other officers being held captive. However, S.H.I.E.L.D. was soon able to defeat Garrett and HYDRA, resulting in Williams and the other officers being released.[1]
