Doctor Wilfred Nagel was a scientist who had recreated the Super Soldier Serum after being recruited by HYDRA and the CIA. Nagel was confronted by Sam Wilson and Winter Soldier while continuing his work, before being shot and killed by Baron Zemo to prevent more of the serum from being reproduced.

Working for HYDRA[]

Wilfred Nagel was recruited by HYDRA to join the Winter Soldier Program and recreate the Super Soldier Serum[4] after they deemed the version they acquired from Howard Stark[5] as a failure. For the next several years, Nagel worked on the serum under HYDRA's orders, however, HYDRA disbanded before Nagel could finish his work.[4]
Recreating the Serum[]

After HYDRA was disbanded, Nagel was recruited by the CIA to continue his work on recreating the Super Soldier Serum. Nagel was able to make significant strides in his endeavors, as the CIA possessed Isaiah Bradley's blood samples, infused with the American prototype of the serum. By 2018, Nagel managed to isolate the trace elements of serum in Bradley's blood to recreate the original serum, but modified it so that its users did not undergo any physical changes.
However, before he could synthesize his work, he was turned to dust as a result of Thanos' Snap. Five years later, he was restored to life in the Blip, only to find out that the CIA had terminated their super soldier program. Nagel then fled to Madripoor, where the Power Broker provided him with the resources to synthesize the serum. By 2024, Nagel was approached by Karli Morgenthau, who asked him to help Donya Madani with her tuberculosis but Nagel was not interested in that. As Nagel successfully created twenty vials of the serum, Morgenthau and the Flag Smashers stole them.[4]

Nagel was working in his hidden laboratory in the docks in Madripoor listening to music when he was found by Sam Wilson, Bucky Barnes, and Helmut Zemo. Initially reluctant to speak, he was threatened at gunpoint by Barnes, intimidating Nagel enough to comply. He informed them of his history of working with HYDRA and the CIA.
He compared his work to the likes of Abraham Erskine, explaining how he used blood samples from Isaiah Bradley and isolated trace elements of the serum to create a modernized, subtle and nuanced variation. Nagel further revealed his employment with the Power Broker, where his funding was sourced after the Blip. Nagel revealed that he was able to produce twenty vials of the serum, which were subsequently stolen from him by Karli Morgenthau and the Flag Smashers.
Nagel revealed that he got a call from Morgenthau asking to help Donya Madani, but explained that he refused to help her. When Sharon Carter came inside to warn them about incoming bounty hunters from Low Town descending upon them, Zemo shot Nagel in the chest to prevent more of the serum being produced, killing him. His lab was subsequently destroyed by a rocket launcher, erasing the rest of Nagel's work.[4]

- Master Scientist: Nagel was an extraordinarily talented scientist, who was able to recreate the Super Soldier Serum through trace elements found in Isaiah Bradley's blood. Unlike most other attempts to replicate Abraham Erskine's serum, Nagel was able to perfect it so that its user did not suffer from any side effects, while also modifying the concoction so that its user gained superhuman abilities without undergoing changes to their physicality.

- Super Soldier Serum: Recruited by both HYDRA and CIA, Nagel worked on recreation of Abraham Erskine's super soldier serum, that was previously used on Steve Rogers. Being provided with Isaiah Bradley's blood samples, Nagel successfully synthesized and modified the serum, so it would not require a Vita Radiation infusion machinery or would not have its user undergo physical changes. However, Nagel's serum supplies were stolen by Karli Morgenthau and the Flag Smashers, who used it in their anti-government campaign.

- In the comics, Wilfred Nagel was the scientist that replaced Abraham Erskine as the head scientist of Project Rebirth following Erskine's death. Operating under the alias of Josef Reinstein, Nagel tested his version of the Super Soldier Serum on 300 African-American soldiers, with Isaiah Bradley being the only survivor. In the Marvel Cinematic Universe, Nagel replaces Karl Malus as the scientist who worked for the Power Broker.
- Nagel was a fan of Mel Tormé.
Behind the Scenes[]
- Before being cast as Wilfred Nagel, Olli Haaskivi knew nothing about the character whom he was auditioning for, who was just referred as "Doctor". He also did not know he was auditioning for The Falcon and The Winter Soldier, only knowing the production was an unknown project of Marvel Studios.[6]
