Walter Thomas is an undersecretary of United States Government who was requested by Glenn Talbot to hand over kill codes for a nuclear facility where a missile was due to be launched, unaware that Talbot had used deception to gain General Andaz's approval.

Walter Thomas was called by Glenn Talbot and "Andaz" and the two told him they had Arms Nullification order which requested Thomas to provide them the Kill Codes of a nuclear warhead. Thomas explained that the codes must be handed in person, so Talbot said he had a high-ranking Advanced Threat Containment Unit agent to get the codes from the Defense Logistics building. Thomas said he needed his credentials, so "Andaz" said the agent had them.[1]
