Vasily Karpov (Russian: Василий Карпов) is a Soviet Union operative and a handler of Winter Soldier.
Biography[]

Dispatched to the United States of America to prevent the extra-terrestial threat of Peter Quill to Soviet Union, the Winter Soldier aided S.H.I.E.L.D. in their effort to stop him. Once he located Quill in Missouri, Karpov ordered the Winter Soldier to desert and take Quill down. The Winter Soldier locked on Quill at the graveyard with a sniper rifle and informed Karpov that Hank Pym and Wendy Lawson have located Quill as well.
Karpov asked the Winter Soldier if he is ready to comply and ordered him to assassinate Quill. He took notice of the Winter Soldier's hesitation, despite Quill being in range and insisted that he must take a shot, however, their communication was cut by Howard Stark, who convinced the Winter Soldier to stand down.[4]
