Escaping the clutches of the FBI at Camp Echo One, Sam Wilson, Joaquín Torres, and Ruth Bat-Seraph sought out the aid of Dennis Dunphy at the United States Navy SEALs Norfolk Training Facility. There, Wilson had Torres disable Samuel Sterns' mind control. Wilson also gave Dunphy Gamma Radiation Pills he had taken from Camp Echo One to have analyzed. Wilson then met with Seth Voelker and discussed Sterns and his motives for going after Thaddeus Ross. Wanting to alert Ross that he was in danger, Wilson planned to head to Washington, D.C. until he was informed by Dunphy that Ross was aboard the USS Milius and both he and the Japan Self-Defense Forces were headed toward Celestial Island, prompting Wilson to switch plans and head towards Celestial Island instead.[1]

While training at the Untied States Navy SEALs Norfolk Training Facility, Dennis Dunphy received a call from an associate of his that he had examined the Gamma Radiation Pills. Upon hearing that the pills were loaded with Gamma Radiation, Dunphy attempted to contact Sam Wilson and inform him. However, before Dunphy could make the call, Samuel Sterns used a device to disrupt Dunphy's equilibrium, rendering him paralyzed. Sterns told Dunphy he could not have him call Wilson and tell him about the pills. Sterns then killed Dunphy by using the device to stop his heart.[1]
