The United States Department of State, or State Department, is an executive department of the U.S. federal government responsible for the country's foreign policy and relations.
History[]
Overseeing the Project Rebirth[]
- "Fred Clemson, State Department. If this project of yours comes through, we'd like to see it used for something other than headlines."

During World War II, HYDRA sent Heinz Kruger to infiltrate the State Department under the name of Fred Clemson, and spy on the Allied Forces. In 1943, Kruger was appointed to oversee Project Rebirth, a super soldier program that was launched by the Strategic Scientific Reserve. At the Strategic Scientific Reserve Brooklyn Facility, Kruger killed Abraham Erskine and tried to steal the Super Soldier Serum, only to be stopped by Steve Rogers, resulting in Kruger having to take cyanide pills before he could reveal any HYDRA secrets.[1]
Cold War[]
Under the influence of HYDRA, State Secretary John Foster Dulles traveled to London to urge the British government to join their fight against Communism in Southeast Asia.[2]
Hostage Situation in Bogotá[]

While Alexander Pierce worked with the State Department in Bogotá, Colombia, a group of ELN members raided the U.S. embassy and took numerous hostsages, including Pierce's daughter. S.H.I.E.L.D. was brought to handle the situation, and although Pierce insisted on a diplomatic approach, Nick Fury disobeyed and rescued the hostages, before the rebels put a kill order.[3]
Burisma Controversy[]
In 2015, the State Department official spoke to congressional investigators and raised concerns about Hunter Biden being on the board of Burisma Holdings.[4]
Sokovia Accords[]
In 2016, as the public perception of the Avengers' actions was getting more and more divided, the United Nations ratified the Sokovia Accords that would allow the governments to control the actions of superhumans and vigilantes across the globe. Thaddeus Ross arrived at the Avengers Compound and presented the Avengers with the Accords' draft, reminding them about the incidents in New York City, Washington, D.C., Sokovia, and Lagos that caused massive casualties. The Avengers split on their opinions of the Accords, while Tony Stark supported the idea, Steve Rogers was ultimately against it.
As Rogers and his allies became fugitives, the State Department was going to issue a warrant on them, but Stark convinced Ross to give him a chance to bring Rogers in. Although Wanda Maximoff, Clint Barton, Sam Wilson, and Scott Lang were apprehended, Rogers and Bucky Barnes managed to escape. T'Challa later informed Ross that Natasha Romanoff helped them escape, which prompted the State Department to add her to the wanted list.[5] The State Department approached the World Security Council and Ross personally requested Hawley to provide him with resources to find and arrest Romanoff, although Hawley was hesitant.[6] Ross personally led the hunt for Romanoff and although he eventually managed to apprehend her, Romanoff escaped shortly after.[7]
Iraq Incident[]
The State Department contracted Anvil to protect the diplomats during their trip to Iraq, however, Tom Weems, Mike Bashille, Spencer Geiger, and Jim Pruitt ended up killing multiple Iraqi civilians in public, which was recorded. Following the fiasco, the State Department issued warrant arrests on the four, forcing them to leave Anvil and flee underground as international fugitives.[8]
Extraterrestrial Threat[]
In 2018, following the alien attacks in New York City and Edinburgh, the State Department contacted James Rhodes at the Avengers Compound. They were aware that Tony Stark had disappeared and found out that Vision was rescued by Steve Rogers, Sam Wilson, Natasha Romanoff, and Wanda Maximoff. Rhodes and Thaddeus Ross argued on how the Sokovia Accords had been negative to their cause, when Rogers and the others suddenly arrived at the Compound. Despite Rogers claiming that they came to help after Stark vanished, Ross ordered Rhodes to arrest them, but he disobeyed the order. Later that day, the Snap happened, causing Ross to disappear along with half of all life in the universe.[9]
American-Wakandan Tensions[]
United Nations Summit[]

During the United Nations summit in Geneva, the U.S. State Secretary expressed his disappointment that Wakanda fails to stand by promises made by T'Challa to participate in the efforts with fellow members states to tackle global issues. He pointed out at the fact that Wakanda keeps witholding its vibranium supplies, to which the French minister for Europe and Foreign Affairs also added that vibranium can be used to create the weapon of mass destruction. Ramonda then claimed that Wakanda is aware that many of the countries are conspiring to get vibranium from them by force, since T'Challa passed away and revealed that France sanctioned a military operation in Mali to get vibranium from Wakandan Outreach Center.[10]
Cosulting with the CIA[]
Together with the U.S. Defense Secretary, the U.S. State Secretary attended a meeting with Valentina Allegra de Fontaine and Everett Ross at the George Bush Center for Intelligence to discuss the recent events that supposedly involved Wakanda. Talking about the alleged kidnapping of Riri Williams, Ross claimed that she was simply recruited for the exchange program with Wakanda but the FBI attempted to apprehend Princess Shuri who approached her personally. The State Secretary then informed de Fontaine and Ross that President James Ritson wanted to organize a military operation, aimed to destabilize Wakanda, and he needed to consult with the CIA. Ross stated that there was the third party being involved, so he asked the State Secretary to give him more time to investigate the issue, and de Fontaine endorsed him as the expert on Wakanda.[10]
