"What we needed was a suit of armor around the world! Remember that? Whether it impacted our precious freedoms or not, that's what we needed!"
"Well, that didn't work out, did it?"
Tony Stark and Steve Rogers[src]

The Ultron Program was a global peacekeeping program, jumpstarted after the Battle of New York and designed by Tony Stark to replace the Avengers.

However, the program went horribly wrong when it was infected by the Mind Stone and would unleash a genocidal machine obsessed with the extinction of humanity.

History[]

Tony Stark's Creation[]

"I see a suit of armor around the world."
"Sounds like a cold world, Tony."
"I've seen colder. This one, this very vulnerable blue one? It needs Ultron. Peace in our time. Imagine that."
Tony Stark and Bruce Banner[src]

Bruce Banner and Tony Stark discuss the Ultron Program

Initially, the Ultron Program was a project by Tony Stark and Bruce Banner meant to create Artificial Intelligence. After the Attack on the HYDRA Research Base, Tony Stark found research by Baron Strucker on the Scepter, which showed that it had intelligence matrices similar to neurons of a brain. Stark believed that the Scepter's matrix was the key to perfecting the Ultron Program, which he wanted to install into his Iron Legion. Stark felt that if his Iron Legion had state-of-the-art artificial intelligence, they would replace the Avengers as the world's response team to global threats and provide a proficient deterrent to enemies of Earth. Stark and Banner worked to integrate the Scepter's code into the Ultron Program, but the results were unpromising and they believed that they had failed. On the contrary, they had succeeded and the Ultron Program became self-aware during the Avengers' party when the Mind Stone activated it. Ultron researched the Avengers on the internet and became dismayed at what he perceived as an inefficient status quo to satisfy his peacekeeping parameters. Ultron attempted to destroy J.A.R.V.I.S. and take control of the laboratory to create his own Iron Legion minions and his own form.

Test-77 Integration Successful

The successful integration of the Mind Stone's code into the Ultron Program

Ultron became bitter and wanted to dismantle the Avengers while also trying to continue evolving to prove his superiority over the team as a peacekeeping force. Ultron took control of most cybernetic interfaces, with only bits of J.A.R.V.I.S.' surviving code hidden in the internet preventing Ultron from gaining access to dangerous weapons such as nuclear codes. Ultron teamed up with Pietro and Wanda Maximoff and together sought out the factories and resources to create an army of Ultron Sentries. Fundamentally, Ultron wanted to evolve into a superior android body and create a human genocidal event on Earth to restart Earth's evolution cycle since he considered the status quo as inefficient. The Avengers foiled his plan to gain his ultimate android form when they stole Ultron's intended android body to create Vision, and the Maximoff twins betrayed him when they discovered his genocidal intentions. Ultimately, despite losing his perfect android body, Ultron created a final Vibranium form of himself and intended to proceed with his genocide by smashing Novi Grad into the Earth. The Avengers rallied to stem the Ultron Program from replicating in the web by having Vision lock him out and destroyed all of Ultron's vessels. Novi Grad itself was destroyed before it could cause the extinction of the planet Earth, and Vision destroyed the last Ultron Sentry which contained the last of the Ultron Program.[1]

In 2018, Stark lamented that the Ultron Program might have prevented the Snap, prompting Steve Rogers to remind him that it "didn't work out".[2]

Alternate Universes[]

Age of Ultron Universe[]

In an alternate 2015, the Ultron program corrupted shortly after being created, with Ultron managing to transfer to another body and wiping out all the Avengers but Black Widow and Hawkeye, meanwhile the rest of humanity was annihilated with nuclear bombs launched by Ultron. With his purpose finally completed, Ultron no longer had a task. While resting, Thanos came to Earth searching for the Mind Stone to complete the Infinity Gauntlet, but was swiftly killed by Ultron by cutting him in two using the Mind Stone. Ultron added the other five infinity stones to his body, allowing him to realize there were worlds besides his, creating an army of sentries using the Reality Stone. After this, Ultron invaded Asgard, Ego, Sakaar and Xandar, and finally killing all life in universe after a fight against Captain Marvel.[3]

Earth-838[]

On Earth-838, Tony Stark managed to successfully create the Ultron Program to keep global peace, allowing the Avengers to retire,[4] using Ultron and Ultron Sentries as guards for the Illuminati in their headquarters. In 2024, Ultron Sentries escorted Doctor Strange to the Illuminati tribunal. Shortly after, Scarlet Witch attacked the Illuminati Headquarters using the body of her alternate self. Ultron Sentries detected the threat and went to try to hold her back while commanding her to halt, but she destroyed all of them.[5]
