Thomas "Tom" Weems was a former Anvil contractor who was approached by Billy Russo for a mission to take out Frank Castle.

Tom Weems joined the United States Marine Corps in 1999 and had his first tour in Peshawar, Pakistan, after which he was awarded with a Medal of Honor. Having another tour in Iraq, Weems was promoted to Chief Petty Officer and was assigned to the Special Operations Division. Serving under Jason Miller's command, Weems had several tours in Iran, before retiring in 2009.[1]
Weems later signed up with Anvil under Billy Russo's command and joined Mike Bashille, Spencer Geiger and Jim Pruitt for an assignment in Iraq. The four of them were tasked with providing security to the American diplomats in Iraq, however, they ended up killing several civilians in public. The footage of the carnage was uploaded on YouTube and caused an international incident. As a result, the United States Department of State issued a warrant to apprehend Weems and others, forcing them to leave Anvil and go on the run.[2]

While hiding from the authorities, Weems was contacted by Billy Russo, along with Spencer Geiger, Jim Pruitt and Mike Bashille. Meeting with Russo in New York City, Weems reminisced on what happened in Iraq and noted that they did what they were paid to do and kept the diplomats safe. Russo countered that he still cannot do anything about the video of them massacring civilians and the United States Department of State pursuing them.
Weems then questioned what Russo can do for them and he offered to participate in a covert operation led by him, aimed at eliminating a certain target. Weems asked how would that help them with their situation, to which Russo replied that their reward would allow them to leave the United States and relocate to a country with no extradition. Russo also clarified that each one of them would be paid $500,000 for successfully clearing their mission, which Weems and the others found intriguing. They ended up accepting the offer and joined Russo to prepare for the operation.[2]
Ambush at the Abandoned Warehouse[]
Weems and the team get trapped by Homeland Security

With Billy Russo leading them, Weems and the rest of the team arrived to the Abandoned Warehouse in a van, checking their gear and weapons before concealing their faces with masks and proceeding. Weems and the team entered the seemingly empty warehouse, checking everywhere for their target. However, they found themselves in a trap, as a group of Homeland Security agents led by Dinah Madani and Sam Stein emerged from their positions and ordered them to surrender.
Weems is killed by Billy Russo
As Russo shot one of the agents, a firefight broke out, so Weems and the team took their positions and opened fire at Homeland Security. Weems took cover with Jim Pruitt and opened fire at the two agents that tried to flank them. As both sided exchanged gunfire, the team lost both Pruitt and Mike Bashille, so Russo decided to sacrifice Spencer Geiger and run for the exit. Weems tried to escape with Russo, but got shot in the leg by Madani and begged Russo to come back and help him. However, Russo found a wounded Weems to be too much of a liability, so he finished Weems off with a shot in the head and retreated.[2]

- The Homeland Security file in Virtue of the Vicious states that Weems served in the United States Marine Corps as a Chief Petty Officer. In real life, the rank of Chief Petty Officer is exclusive to the United States Navy and the Coast Guard, with its equivalent in the Marine Corps being Gunnery Sergeant.
