Todd Phelps is a billionaire and the founder of Intelligencia, known online as HulkKing. Phelps developed an obsession with She-Hulk, and while being fascinated by her, he ultimately felt that she did not deserve Hulk's powers. He launched a harassment campaign against her and conspired to get a sample of her blood, while presenting himself to She-Hulk as an admirer. During an event at Summer Twilights, Phelps injected himself with She-Hulk's blood and became a Hulk himself, although history was rewritten so that Phelps did not receive any powers and was instead arrested.

Early Life[]
Studying Abroad[]
In 2016, Phelps learned that Wakanda opened its country to the public and travelled there on a study abroad program.[3]
Founder of Intelligencia[]

By 2024, Phelps became embittered by the increase in super-powered people, specifically women who became enhanced. In order to let others like himself vent out their frustrations with the world, he created Intelligencia. Phelps then coined the name "HulkKing" and set himself to be admin of the toxic site as most users would bond over their hatred of minorities with superpowers, mock them, or figure ways to physically and emotionally hurt them.[2]
Vendetta Against She-Hulk[]

In 2025, Phelps launched a campaign against Jennifer Walters, specifically her She-Hulk identity, on the Intelligencia website, frequently bashing her online and called for her death. He did this as he felt she didn't deserve the powers she had and claimed that those powers were for men, like Bruce Banner.[1]
Hiring the Wrecking Crew[]
In an attempt to retrieve a sample of Walters' blood, Phelps hired the Wrecking Crew to ambush her. However, they failed, as they could not pierce her skin with the needle they had.[4]
Date with She-Hulk[]

A few days later, Phelps used the Matcher app and matched with She-Hulk. Despite hating her, he decided to accept a date request by her to learn more about her weaknesses. On their date at Finley's, Phelps tried to pose as natural, but came off as creepy as he questioned what her powers were and if vibranium could pierce her skin, while calling her a specimen.[5]
Meeting at GLK&H[]

A few days later, Phelps went and met with his attorney Mallory Book at the GLK&H Los Angeles Office. While there, he saw She-Hulk and Nikki Ramos walk up. Phelps then lied and told She-Hulk he didn't know she worked there. He then offered to get drinks again, in which She-Hulk agreed too.[6]
Court Testimony[]

Phelps later was summoned to the Los Angeles Metropolitan Courthouse to give witness on behalf of She-Hulk about her usage of her name on their date. Despite not enjoying doing so, he spoke highly of her during the hearing.[6]
Hiring Josh Miller[]

Phelps learned that Jennifer Walters and Josh Miller were going to the same wedding as Miller was friends with the groom and hired him to seduce Walters and steal a sample of her blood.[2] After the wedding, Phelps messaged Miller, asking if the next part of the plan was ready to go.[1] Days later, Miller messaged him back, stating he had got a sample of Walters' blood and that his mission to seduce her was successful.[7]

Phelps later attended an auction that was selling a Vibranium Spear. Knowing how valuable it would be, he bid for it. Despite bidding against Eugene Patillio Jr., Phelps won the spear. Afterwards he took a shirtless selfie with it for his photo gallery.[3]
Flirting with She-Hulk[]

Later, Phelps texted She-Hulk asking for her to meet him at Hoof and Fleur. When she didn't respond, he texted again saying that GLK&H was a 24/7 firm. He then met with her at the restaurant and told her about the auction and how he had bought an authentic Vibranium Spear. He stated that the Wakandans wanted the spear back but he wanted to have She-Hulk represent him in court so he could keep it. He then showed her the picture of him shirtless with it and began flirting with her, even grabbing her hands. She-Hulk then jumped out of her seat, poured wine from her glass on him, and pushed the table into him, stating how disgusted she was. She then left and yelled at him to pay for her way.[3]
Attending the Awards Gala[]

Later, Phelps became aware that She-Hulk had won the Female Lawyer of the Year Award and she would be presented it at the Southern California Law Awards Gala. He tasked his men to infiltrate the gala.[2] He watched as a video was played revealing her phone contents, such as pictures of Steve Rogers, her saved Matcher profiles, and a series of legal financial documents and bills. He then ended it with a leaked video of her having sex with Josh Miller, recorded without her knowledge or consent.[3]

Phelps admits to being HulkKing
Days later, Phelps organized an Intelligencia meeting at Summer Twilights and got permission from Emil Blonsky to do so, with Blonsky agreeing to give a speech at it. The day of the meeting, Phelps received a video of Jennifer Walters dancing when she was in college and invited the sender to the party.
That night, Phelps spoke with the members at the Wood Lodge and then spotted Augustus Pugliese present. Noticing him, he called him out and was pleased to see him, stating he knew he was part of them. Pugliese then asked how Phelps had joined the group, in which Phelps introduced himself as the creator of it and that he was HulkKing. He then went up to the stage and announced Blonsky's arrival as the Abomination.[2]
Original Plot[]

Phelps confesses to Jennifer Walters
Suddenly, Jennifer Walters arrived at the event, having been there for Abomination. Nikki Ramos arrived and told Walters that Phelps was HulkKing. When a shocked Walters realized it, Phelps acted like it was obvious from the start. He then went on a monologue how Walters did not deserve her powers. He took a syringe, explaining that he created a serum from her blood.

Phelps turns into a Hulk
As he held it in his hands, he said that he was going to earn his powers. He then injected himself with the serum. At first, he did not feel anything. However, his bones started cracking as his arm grew heavy and green. He then transformed into a hulk. Excited, he exclaimed to his group. He then charged at Walters, who was picked up by Abomination. As Phelps tried to get to Walters, Hulk and Titania arrived.[2]
Revised Plot[]

Phelps arrested
In a revised plot written by She-Hulk, Phelps never got a hold of the serum. Instead, he was instantly found out as the head of Intelligencia. Phelps was soon arrested. When he was approached by She-Hulk, he closed his eyes, telling her to just end it. However, She-Hulk reverted to Walters, who said she would see him in court, intending to sue Phelps.[2]
