Thomas was a military doctor working at the Pentagon. He was tasked by Thaddeus Ross with injecting a version of the Super Soldier Serum into Emil Blonsky, which he did with two separate infusions - one intramuscular and one into the bone marrow. Before doing so, he pointed out to Blonsky that the latter would be painful.[2]
