General Thaddeus E. Ross is a general of the United States Army who led the Bruce Banner Manhunt. He helped Emil Blonsky strengthen himself using Super Soldier Serum, resulting in Blonsky becoming a monster.

Bruce Banner Manhunt[]

Ambush in Porto Verde[]

Thaddeus Ross was placed in charge of the search for United States fugitive Bruce Banner, who was a scientist for the United States military that got turned into a monstrous Hulk after exposure to Gamma Radiation. Kathleen Sparr approached Ross and told him about a woman in Milwaukee who suffered from gamma poisoning from a soda bottled in Porto Verde, Brazil. Ross ordered Sparr to get people looking for Banner in the area and not to contact him.

Days later, Ross and Sparr had assembled a team of soldiers led by Emil Blonsky, and Sparr briefed the team on Banner. The team ambushed Banner, but he managed to escape. Blonsky told Ross what had happened, so Ross explained Banner's past becoming Hulk. Blonsky asked to be put through the same treatment, so that evening Ross had a set up for him. Ross had Blonsky injected with a low dose of the Super Soldier Serum, promising to stop at the first sign of a side effect.[2]

Bruce Banner's Arrest[]

Emil Blonsky captured Bruce Banner and had him brought to see Ross while Blonsky himself remained at Empire State University. Ross believed himself to have caught the monster, but there was suddenly an explosion nearby as a soldier shouted about the Hulk. Ross thought that it was impossible. He turned to the television and saw S&SN reporting on a monster wreaking havoc in New York City. Ross realized that he helped create the new monster, and Banner told him that only Hulk could stop it. Ross allowed Banner to fight Abomination.[2]
