In response to the string of incidents across the globe that resulted in massive destructions and casualties, Thaddeus Ross presented the Avengers with the Sokovia Accords, that would put them under strict government control. Ratified by the United Nations, the Accords created a rift within the Avengers, with Tony Stark taking Ross' side, while Steve Rogers chose to oppose. As a result, Rogers and his associates were deemed international fugitives for violating the Accords and Ross personally spearheaded a manhunt on them, albeit unsuccessful.[2]

Ross converses with Norman Osborn

Arriving to New York City, Ross attended a charity diner in support of Lagos, in the wake of the incident that involved the Avengers. He was approached by Norman Osborn who was one of the donors and as the two talk, Ross said that with the Sokovia Accords upholding the status quo, charity would not have to rely on wealthy socialites like him. Osborn then brought up those who have not fallen in line with the Accords, asking how was the search for Steve Rogers going, on which Ross refused to comment on, as it was confidential. Osborn then assured Ross that Oscorp would be pledging any possible support to the government, including assisting with bringing in any rogue Avengers who violated the Accords.

Ross reads John Gallo's file
Osborn then revealed that Oscorp had been employing Spider-Man as their superhuman asset in New York, showing Ross a file on Spider-Man that detailed John Gallo as his real name. As Osborn told Ross that he was willing to cooperate with registration, Ross assured him that any information disclosed about Spider-Man would remain strictly confidential, as long as he was willing to sign on Gallo's behalf. While he went on how commited Oscorp was to providing cutting-edge security solutions worldwide, Ross noticed an intruder alarm on Osborn's tablet and suggested him to focus on the security at his own property. Taking back the tablet, Osborn checked the alert and told Ross that he would look into that, before excusing himself.[2]
Arrest of Otto Octavius[]

Ross was later contacted by Norman Osborn, who revealed the information about Otto Octavius spreading illegal Gamma Radiation-infused weaponry on New York City streets. As it was the direct violation of the Sokovia Accords, Ross coordinated with the Police Department of New York City and United States Department of Damage Control to apprehend Octavius. Under Ross' orders, the SWAT unit broke into Octavius' laboratory but his inventions gave him an edge to resist arrest.

Ross talks to Iron Man
As Octavius was walking out of the laboratory with his money, Ross and a group of SWAT officers confronted him outside, demanding Octavius to surrender immediately. Octavius did not take the threat seriously and taunted Ross that he did not have change to spare for the Veterans of Foreign Wars. As Octavius was about to walk away, Ross summoned Iron Man who promptly arrived on the scene and confronted Octavius, forcing him to surrender. Ross and Stark briefly exchanged words before Ross gave an order to his men to take Octavius into custody.[3]
