Daredevil clearly establishes that Samantha Reyes is the Manhattan/New York County District Attorney not the United States Attorney for the Southern District of New York (Federal Prosecutor). It is made especially clear in Daredevil 2X02, New York's Finest when Foggy Nelson threatens to call federal to override Reyes local authority.
Also in Daredevil, Blake Tower is running for election. Tower took over Reyes' job after she was killed. Manhattan/New York County District Attorney is an elected Prosecutor/Law enforcement position.
