The Strategic Scientific Reserve, or SSR, was a top-secret Allied war agency formed to battle HYDRA during World War II. After the war's end, the organization was restructured and reformed as S.H.I.E.L.D.

World War II[]
Project Rebirth[]
The Strategic Scientific Reserve organized Project Rebirth, an attempt at creating a Super Soldier. However, the experiment was interrupted by Heinz Kruger, and Steve Rogers was shot, so SSR agent Peggy Carter got injected with the Super Soldier Serum. John Flynn scolded Carter for her actions, but Howard Stark gave her a shield to fight with.[1]
Battling HYDRA[]
Peggy Carter went against the SSR's orders and intercepted a HYDRA convoy, recovering the Tesseract and Arnim Zola. Zola was brought into SSR custody, and Carter pressured John Flynn to promote her to Captain. Howard Stark built a large armor for Rogers, and they rescued Bucky Barnes' infantry together. Carter and Rogers began attacking HYDRA, and Franklin D. Roosevelt became fond of Carter and the Strategic Scientific Reserve, which Flynn took credit for.
Carter and her team infiltrated a train owned by HYDRA in order to attempt to capture its leader, Red Skull, but instead found explosives, and the train blew up with Rogers inside. Carter interrogated Zola for information, and led an SSR assault on Castle de Krake. Stark, Carter, and her team infiltrated the castle and found Red Skull, who activated a machine to bring the Champion of HYDRA to Earth, although the creature killed him. Meanwhile, the rest of the team found Rogers alive and helped him reactivate the suit. In order to save the world from the creature, Carter pushed it into its home dimension, giving Stark a chance to close the portal and save the world.[1]
S.H.I.E.L.D.[]
The Strategic Scientific Reserve was later absorbed into the organization S.H.I.E.L.D., which took ownership of SSR possessions such as the Tesseract.[1]
