Singh (Hindi: सिंह) was a member of the World Security Council after the Battle of New York. During the launch of Project Insight, Singh was killed by Alexander Pierce after HYDRA's infiltration of S.H.I.E.L.D. was revealed.

Following the Battle of New York, Singh gained a seat on the World Security Council to oversee S.H.I.E.L.D. and its activity. Singh attended a virtual meeting at the Triskelion with Alexander Pierce and the rest of the Council to discuss a recent attack on the Lemurian Star. Singh pointed out that the attack took place near India's sovereign waters and proposed to hold an immediate hearing, to which Hawley replied that the Council needs to proceed with action instead.
As the Council voiced their opinions, Pierce sarcastically corrected Rockwell that Georges Batroc was an Algerian, not French. Singh listened to Pierce, discussing that the Council is overreacting, but before anyone could argue, the meeting was interrupted, because Nick Fury wanted to have a word with Pierce, regarding the Project Insight. Later, when Fury was assassinated by an unidentified assailant, the Council questioned Fury's integrity, as he was suspected in hiring Batroc to attack the Lemurian Star. Singh suggested that Fury wanted Pierce to delay the Project, because it could expose his illegal operations, wondering if Pierce was aware of that.[2]

Along with the rest of the World Security Council, Singh arrived at the Triskelion to witness the launch of Project Insight. However, before they could proceed, Steve Rogers broadcasted himself exposing HYDRA operating within S.H.I.E.L.D. and using Project Insight to establish their new world order. Now that the Council knew about Alexander Pierce being in charge of HYDRA, Singh ordered Jack Rollins to take Pierce under the custody, however, Rollins pointed his gun at Singh instead, as the STRIKE team was a part of HYDRA.
Pierce then asked the Council would they be willing to use Project Insight to effortlessly ensure the global security if it were to protect their loved ones, such as Singh's daughters, however, Singh objected that they would never trust him or HYDRA. Pierce then took Rollins' gun and attempted to kill Singh, however, he was rescued by Black Widow, who impersonated Hawley to infiltrate the Triskelion. With Pierce neutralized and being held on a gunpoint by Yen, Singh witnessed Black Widow uploading all S.H.I.E.L.D. and HYDRA's files into a public access, before being joined by Nick Fury who survived the attack on him. Once they finished uploading the files, Pierce detonated explosives in the Council's security badges, killing Singh, Rockwell and Yen.[2]

- Explosive Security Badges: Singh was provided with a security badge by S.H.I.E.L.D., when he and the World Security Council arrived at the Triskelion. When HYDRA's plans were exposed by Steve Rogers, Alexander Pierce detonated an explosive inside the badge and killed Singh with the rest of the Council.
