"When the Russians found out he couldn't deliver, they shipped his ass off to Siberia. He spent the next twenty years in a vodka-fueled rage – not quite the environment you'd want to raise a kid in."
Nick Fury to Tony Stark[src]

Siberia was the place chosen by Soviet authorities to imprison Russian physicist Anton Vanko after he was deported back to the U.S.S.R. in 1967. Awakening of the Winter Soldier

Winter Soldier in the HYDRA Siberian Facility

By December 1991, Vasily Karpov, a Soviet Union HYDRA agent arrived to the HYDRA Siberian Facility to awaken the Winter Soldier from his cryostatis. Karpov ordered him to eliminate Howard Stark who managed to replicate Abraham Erskine's Super Soldier Serum, and also extract the serum. Winter Soldier complied his mission and returned to Siberia with the samples.[2]

The Super Soldier Serum was later given to five enhanced individuals who eventually transformed into Winter Soldiers. During one of the training sessions at the HYDRA compound, The original Winter Soldier, was quickly overpowered by Josef. However, he killed a doctor that attempted to check his vitals. As a result, a riot erupted with the five Soldiers attacking their HYDRA superiors. After the HYDRA agents eventually subdued the other Soldiers, Vasily Karpov decided to put the Winter Soldiers under Cryostasis Chambers until their mind could be controlled completely. After the dissolution of the Soviet Union not long after, the facility was abandoned with the Winter Soldiers still under suspended animations.[2]

Anatoly was tortured along with Oleg, however, only Anatoly survived, and taken back to his cell, where his brother, Vladimir was also kept with the rotting Alexei's corpse. Vladimir asked where Oleg was, and when he answered that he had died, Vladimir told him they only needed each other. However, Anatoly was not sure about his own survival. Vladimir promised they would leave together that night, and showed him a weapon made from one of Alexei's ribs.

Anatoly wondered where could Vladimir have obtained it, and he said it was a gift from Alexei, telling him that the guards should not have left him there from the rats, and proceeded to take another rib to make a second weapon.

Anatoly wanted to return to Moscow and regain their status there, but Vladimir told him they should head to America, promising they would rule as kings. The brothers successfully escaped the prison, and traveled to New York City, becoming leaders of their criminal organization.[3]

Captain America and the Winter Soldier arrive

"He wanted to know about Siberia. Where I was kept. He wanted to know exactly where."
Bucky Barnes[src]

Helmut Zemo, a Sokovian intelligence officer who had lost his family during the Avengers' conflict with Ultron, managed to gain access to the HYDRA Siberian facility using Vasily Karpov's belongings, whom he'd killed. Once there, he discovered five super soldiers from the Winter Soldier Program, who were being quarantined in a suspended animation, and proceeded to kill each one with a bullet to the head, as he understood that releasing the Winter Soldiers would result in the divided Avengers combining forces against Zemo and the assassins.

Helmut Zemo prepares to commit suicide

When Iron Man, Captain America, and Bucky Barnes arrived at the facility, they discovered the five dead soldiers in the colossal chamber and threatened Zemo, who confessed to instigating the recent terrorist attacks as well as the schism within the group. He then revealed that his intent was to destroy the Avengers from the inside as a punishment for their actions in Sokovia, which resulted in the deaths of his wife and son. He then showed Tony the security footage of a brainwashed Bucky Barnes effortlessly murdering his parents. An infuriated Iron Man started to attack Winter Soldier and Captain America. After a long fight, a wounded Steve Rogers and Bucky Barnes ultimately defeated Iron Man.

Elsewhere, a calm Zemo then apologized to T'Challa for inadvertently killing his father, and was apprehended by the authorities later.[2]
