Evan Declan, a privately funded geneticist, had the headquarters of his research company Declan Research, built in Santa Barbara. As he was about to leave the facility, his assistant informed him of the existence of Black Bolt, an Inhuman who had sent a police car in the air with his own voice, prompting Declan to go the airport to fly to Oahu.[1]
