Samuel "Sam" Voss is a member of the True Believers community residing on the surface of the post-apocalyptic Earth. He used to be a resident of the Lighthouse before he alongside many other Believers were exiled to the surface, living inside Zephyr One.
Biography[]
Exiled to Earth[]
Working with Owen Shaw[]
Voss got acquainted with Owen Shaw and the two became best friends. Both Voss and Shaw were among the living population of the Lighthouse.[1]
True Believers[]
Voss joined the True Believers, a group of Lighthouse inhabitants who were convinced that S.H.I.E.L.D. agents would come from the past to rescue what was left of humanity from the harsh rule of the Kree Watch and would avert the Destruction of Earth. However, these beliefs were strongly disapproved by the Kree Watch. As a result, Voss was exiled onto the surface of the destroyed Earth to be devoured by Vrellnexians. Nonetheless, Voss survived and took refuge in the remnants of the Zephyr One alongside other Believers, such as Owen Shaw or Robin Hinton.[1]
It soon turned out that Voss and Shaw had diverging opinions regarding how the True Believers should cooperate with the S.H.I.E.L.D. agents. Indeed, Voss was in favor of killing Quake, who was considered responsible for the destruction of the planet. This led to an argument between Voss and Shaw, who threatened Voss with a knife. Voss defended himself and eventually stabbed his best friend to death.[2]
Meeting the Saviors[]

It took about ten years from the moment Robin Hinton prophesied for the S.H.I.E.L.D. agents to make it to the surface of the Earth from the Lighthouse. Voss sent a group of True Believers to pick them up and bring them back to the Zephyr One, where he had already welcomed Melinda May and Enoch. Upon recognizing Owen Shaw's son Deke Shaw, Voss happily greeted him and pretended that Owen would soon return to the plane as well and assured Deke that the family reunion would go fine.
Voss later told Leo Fitz and Jemma Simmons about the machine designed by Owen to use the Time Di'Alla and take the S.H.I.E.L.D. agents from the past. He then left them alone and took Phil Coulson and May to the armory as he planned an assault against the Kree. When May found a shard of the Time Di'Alla, Voss explained that it was the only piece the True Believers had found and that they should focus on more concrete plans like attacking the Lighthouse.[1]

Voss was later found by Deke Shaw, who asked him about the Time Di'Alla's shard, claiming that Owen Shaw would never have left him behind as he always kept it. Voss figured out that Deke had understood that he had lied about Owen. As a result, as Deke asked him what had happened to his father, Voss punched him and knocked him out, locking him in a cell.
Voss went to see Daisy Johnson, who unsuccessfully tried to get some answers from Robin Hinton. He took her to a computer and showed her footage of herself on Earth moments before the destruction of the planet, explaining that this was the evidence that Quake had caused the catastrophe. As such, Voss revealed his actual plan: killing Quake so she could not return to her time and crack the Earth apart.
Voss and a group of True Believers attacked Johnson who, despite being deprived of her powers, managed to counter their assaults. As Hinton approached the fight, Voss decided that he could not let her give them answers which could help them to go back into their time. Therefore, Voss stabbed Hinton in the stomach. Voss then attacked Johnson again, but he was eventually stopped by Johnson and Coulson. As a captured Voss watched the death of Hinton, he warned Johnson to remember this moment and that he tried to stop her.[1]
Imprisoned and Released[]
Voss was imprisoned in the Zephyr One and was soon visited by Deke Shaw, who had a gun in his hand. Although Voss explained that he understood why Shaw wanted to kill him for the murder of his father, he urged Shaw to reconsider and play on the long game, which meant siding with him against the S.H.I.E.L.D. agents and let Kasius have Quake. Shaw left without a word, choosing to spare Voss for the moment.
As the S.H.I.E.L.D. agents planned to take the Zephyr One back to the Lighthouse, Phil Coulson came to Voss' cell to release him and let him join the caves with the other True Believers. Before leaving, Voss warned Coulson about the consequences of their actions, stating that they would cause the Destruction of Earth. Voss then left the plane to hide from an incoming gravity storm.[2]

Voss was a pragmatist before all and claimed to be ready to make hard decisions, even if meant hurt someone if this could help to save other lives in exchange. As such, he was willing to kill Quake before she could return into her time in an attempt to avert the Destruction of Earth. Likewise, Voss did not hesitate to stab Robin Hinton so she could not help the S.H.I.E.L.D. agents. Even when imprisoned, Voss maintained the rightfulness of his decisions and tried to convince Deke Shaw to side with him, although he failed to do so.

- Knife: Voss wielded a knife in an attempt to kill Quake before she could return in her time. In the ensuing fight, Voss stabbed Robin Hinton with the knife so she could not give answers to the S.H.I.E.L.D. agents.
