"Who are these guys?"
"They are S.H.I.E.L.D.... Well, actually Hydra, but we didn't know that, yet."
"Seriously, you didn't? I mean... they look like bad guys."
Ant-Man and Tony Stark[src]

Following the Battle of New York, Alexander Pierce ordered Jasper Sitwell and the STRIKE team to secure Loki's Scepter for Hydra to research. Arriving at Stark Tower, Brock Rumlow successfully collected the Scepter from Black Widow, since the Avengers were certain that they give it to S.H.I.E.L.D., and headed out. However, on their way out, STRIKE team encountered Captain America who led the STRIKE to believe that he was a HYDRA sleeper agent and took the Scepter from them.[1]
