"If Malick and his Russian patsy want to build some Inhuman Sanctuary, why not build it someplace nice and sunny?"
"Same reason they don't put a prison camp in Malibu."

The Russian Inhuman Sanctuary was a facility reclaimed by Anton Petrov who intended to house Inhumans in a dedicated place with the support of HYDRA leader Gideon Malick.

Isolated Sanctuary

"These Inhumans are not our enemies. In fact, should their numbers increase, my country is prepared to establish a home for them within our borders, a sanctuary state, where they could live in peace if they so choose."
Anton Petrov[src]

Along with other members of the Russian government, and despite the disapproval of Prime Minister Dimitri Olshenko, Anton Petrov acquired an abandoned Siberian power plant with the intent of building a sanctuary which would shelter Inhumans. Petrov attended the Symposium on Alien Contagion to present his plan and gained the support of HYDRA leader Gideon Malick in the process.

Prime Minister Olshenko learned about Petrov's actions and sent his attaché Yuri Krupin to shut down the sanctuary. However, General Androvich, an Inhuman working with Petrov, murdered him. Krupin's body was hidden in the sanctuary while the renegade faction of the government kept preparing the sanctuary.[1]

Infiltration into the Russian Inhuman Sanctuary

Gideon Malick meets Anton Petrov in the Inhuman sanctuary

"We saw a man being carted off inside the compound, restrained by advanced biotech."
"Well, I thought the sanctuary hasn't even started construction yet."
"We need to get inside, get surveillance up and running."

Gideon Malick was invited by Anton Petrov to come and see the Inhuman Sanctuary by himself. Malick, Petrov and other members of the Russian government gathered in the sanctuary and discussed their plans, which involved gathering a significant number of Inhumans in the sanctuary to build an army which could be used to overthrow Prime Minister Dimitri Olshenko.

However, unbeknownst to them, multiple S.H.I.E.L.D. agents had infiltrated the sanctuary to figure out its connection with HYDRA. While Bobbi Morse posed as a Russian military officer, Lance Hunter, Melinda May, Alphonso Mackenzie and Daisy Johnson gathered and learned about Petrov's and Malick's plan, as well as Olshenko impending arrival at the sanctuary.

Dimitri Olshenko discovers the conspiracy against him

Olshenko arrived at the sanctuary and discovered the betrayal of several of his ministers. Before the renegades could move forward, however, S.H.I.E.L.D. intervened and Hunter took Olshenko away while Morse, Mackenzie and Johnson left to fight General Androvich. However, they were quickly overpowered by the powers of the General.

Androvich is assassinated by Bobbi Morse

While escorting Olshenko to safety throughout the sanctuary, Hunter was found by Petrov, who he killed, and later by Androvich's shadow. As the shadow prepared to attack them, Morse killed Androvich, which instantly destroyed his shadow. Although Mackenzie and Johnson successfully escaped from the sanctuary, Morse and Hunter surrendered to the Russian soldiers and were arrested.[1]

The Russian Inhuman Sanctuary was built in the perimeter of a decommissioned power plant located in Siberia. As such, it was far from any urban area. In order to hide what was going inside the facility, the walls were covered with internal lining which blocked the signal coming from outer radars and probes.
