Rockwell was a member of the World Security Council after the Battle of New York. During the launch of Project Insight, Rockwell was killed by Alexander Pierce after HYDRA's infiltration of S.H.I.E.L.D. was revealed.

Following the Battle of New York, Rockwell gained a seat on the World Security Council. Rockwell and the rest of the Council coordinated with Alexander Pierce and Nick Fury to develop a stronger role for S.H.I.E.L.D. which resulted in the creation of Project Insight. They berated Pierce for allowing the Lemurian Star to get hijacked.[2]

Rockwell along with the rest of the World Security Council was called to the Triskelion by Alexander Pierce to witness the launch of Project Insight. When Captain America exposed Project as a part of HYDRA's infiltration within S.H.I.E.L.D., STRIKE, which was composed of HYDRA members, held the Council hostage, until Black Widow who had been disguised as Hawley took the HYDRA operatives out.

He stood by as Nick Fury arrived and as Romanoff released all S.H.I.E.L.D. files to the public. Unnoticed by the others, Pierce moved to his phone, pressed a button and the security badges on the council members' chests exploded, killing them.[2]

  • Rockwell shares similarities with Commissioner Douglas Rockwell, who was a commissioner of the Commission of Superhuman Activities. He was deeply influental in the decision of the Government of stripping down Steve Rogers of his shield and title of Captain America, and also a double agent secretly serving the Red Skull.
