Agent Rivera is a member of S.H.I.E.L.D. tasked by Alexander Pierce to release Werner Reinhardt.

Releasing Werner Reinhardt[]
In 1989, on orders from Alexander Pierce, Rivera and Hauer were sent to the Rat to liberate Werner Reinhardt after forty-four years in prison. After Rivera left the cell, Hauer whispered "Hail HYDRA" to the old man and told him that he was being moved to his old headquarters in Austria.[1]
