General Richard Andrew "Rick" Stoner was a high-ranking United States Army officer and a S.H.I.E.L.D. agent tasked with heading Project Reclamation.

Meeting Daniel Sousa[]

Once Rick Stoner had enlisted into the United States Army, he was trained by Daniel Sousa, who found himself frustrated by Stoner's lack of skill. Sousa later noted that Stoner could not tell parts of the guns apart. During Stoner's training, he gained the nickname of "Little Ricky".[2] Despite his troubled beginnings, Stoner eventually became an officer with the Army, as he rose up through the ranks until he eventually became a general. He was eventually transferred to S.H.I.E.L.D., where he served as one of its highest-ranking and most respected agents.[1]

Project Reclamation[]

In the 1970s, Stoner spearheaded Project Reclamation, an operation designed to save the selected elite of mankind in the event of a catastrophic event. He brought some of the era's best technology to the Lighthouse, an underground facility located near Lake Ontario and left several pre-recorded messages behind for future guests. Following the avoiding of the 1972 Hydrogen Wave Crisis, Project Reclamation was abandoned.[1]
