As the Clash of the Avengers ended, Falcon, Scarlet Witch, Hawkeye and Ant-Man were captured by Iron Man's team and taken to the Raft for working outside the law. Stark flew to the Raft to tell Wilson that he believes Steve Rogers' story about Helmut Zemo. Stark landed on the Raft and was greeted by Thaddeus Ross before heading to the cells.

Following the Battle at the HYDRA Siberian Facility, Steve Rogers managed to infiltrate the Raft where he engaged into a confrontation with the US Marshals. Rogers successfully defeated the Marshals and released Clint Barton, Wanda Maximoff, Sam Wilson, and Scott Lang from custody.[1]
Arrest of Willis Stryker

During a duel with Luke Cage, Willis Stryker used his battle suit to counter Cage's abilities. However, Cage eventually incapacitated his half-brother, allowing the New York City Police Department to arrest Stryker and take him to a medical facility to allow him to recover from his injuries,[2] before he would be later be detained at the Raft for his crimes.[3]
