Project Patriot was a project designed with the goal of creating an enhanced individual who would serve as the new Director of S.H.I.E.L.D..

Following the Destruction of HYDRA and the ratification of the Sokovia Accords, S.H.I.E.L.D. needed a new director since the world still believed that current Director Phil Coulson was dead.
Coulson met with President Matthew Ellis and requested that his replacement be an enhanced individual who could be trusted by the American people.[1]
After failing to find a suitable candidate, Brigadier General Glenn Talbot created a modified version of Calvin Zabo's Formula, and used it on journalist Jeffrey Mace, who was considered a hero following the Bombing of the Vienna International Centre.
As a result of using Zabo's formula, Mace obtained superhuman strength and subsequently convinced the public that he was an Inhuman.[2]
