Palmer is a United States Senator.
Senator Palmer wrote a complimentary reference for Peggy Carter due to his friendship with Harrison Carter. Carter used his reference in her application for a room in the Griffith Hotel.
Miriam Fry, the proprietor of the Griffith, was impressed with what Palmer wrote and agreed to rent Carter the room.[1]
