The North Institute was a covert S.H.I.E.L.D. cognitive research facility in Ohio. Unbeknownst to S.H.I.E.L.D., their scientists were actually agents of HYDRA, who used the research to improve upon the Winter Soldier Program. In 1995, the facility was burned down by Alexei Shostakov.
Alexei Shostakov's Mission
North Institute was established in Ohio by S.H.I.E.L.D. and was used for the covert research projects. However, HYDRA infiltrators within S.H.I.E.L.D. used the North Insititute to work on the Winter Soldier Program, perfecting the mind controlling program.
Alexei Shostakov and Melina Vostokoff were assigned on a mission by Dreykov to infilitrate the institute and retrive HYDRA's research. Shostakov and Vostokoff moved to Ohio, under the cover of being a family, with Natasha Romanoff and Yelena Belova playing their children. Eventually, Shostakov infiltrated the institute and successfully obtained the research, burning the institute afterwards. S.H.I.E.L.D. sent agents to intercept him, however, Shostakov and his "family" managed to escape and deliver the data to Dreykov who used it to improve the Red Room program.
- In the comics, North Insitute worked for the Gynacon corporation, targeting Natasha Romanoff and other Black Widows after Gynacon purchased an experimental biotechnology from the Red Room's successor and wanted all prior users of the technology dead.
