Major General Norris Roux is a high-ranking agent of the Strategic Scientific Reserve and a contact of Steve Rogers.
Biography[]
On June 18th, 1943, Norris Roux sent a memorandum on behalf of the Strategic Scientific Reserve to Steve Rogers following his transformation into Captain America. In the memo, Roux offered his gratitude to Rogers for his dedication, bravery, and resilience and asserted that Rogers should serve as a reminder to the world to focus on more than just personal goals and to never give up. This memo was later stored in a collection of files on Project Rebirth that were read through by Peggy Carter.[1]
