The Murder of Theo Broussard was Helmut Zemo's killing of Theo Broussard by kidnapping and murdering him in a hotel room in Berlin, Germany. The event led Zemo to successfully impersonate Broussard as Bucky Barnes' psychiatrist.

In 2016, uncovering the information about Bucky Barnes and the book used to control the Winter Soldiers, Helmut Zemo devised a plan to use Barnes to create a conflict within the Avengers and destroy them from the inside, since doing it by force would be impossible for him.

Having been hunted across the world for his apparent involvement in T'Chaka's death, Barnes was eventually caught and subdued, as part to the efforts of Everett Ross' men and War Machine and, into the custody of the Joint Counter Terrorist Centre.[2]
Theo Broussard was hired by the Joint Counter Terrorist Centre to interrogate Bucky Barnes. Knowing this, Zemo awaited the arrival of Theo Broussard while he listened to his late wife's voicemail message before greeting Broussard.[4]
Murder[]

Helmut Zemo then brought Theo Broussard back to his own hotel room where he proceeded to murder him and hid his body inside the bathtub. While practicing reading the trigger words from the Winter Soldier Book he would need to gain full control of the Winter Soldier, Helmut Zemo was then interrupted by the arrival of his breakfast, not allowing the woman to enter so she did not see Broussard's corpse or the bomb that he had made. Zemo then had an ally deliver the bomb to a power station.[2]

Helmut Zemo then impersonated Theo Broussard and used trigger words to send Bucky Barnes on a rampage throughout the facility in which he was being held. This incident eventually led to the Battle at Leipzig-Halle Airport. Only after Bucky Barnes and Steve Rogers were declared fugitives was Broussard's body discovered, as Helmut Zemo had directed Leber to the hotel room he had been staying in with the intention of causing the discovery.[2]
