In 1992, Dreykov assigned Alexei Shostakov to go undercover in the United States, in order to recover information from the North Institute - a secret front for S.H.I.E.L.D., then HYDRA, specializing in furthering mind control research for the Winter Soldier Program. In order to better blend in, Dreykov also assigned Melina Vostokoff to pose as Shostakov's wife and both Natasha Romanoff and Yelena Belova to pose as their daughters, stationing them in a house[1] in Mount Vernon.[2]

Over the next three years the group grew close, viewing the family as authentic and genuine. In 1995, Shostakov completed his mission by stealing the information from the North Institute before burning it to the ground. Shostakov then returned home and gathered his family, informing them to evacuate, as their cover had been blown.[1]

WHiH World News reports on the family
Alexei Shostakov, Melina Vostokoff, Natasha Romanoff and Yelena Belova had all gathered into the family's car and attempted to discreetly escape to a nearby airstrip. S.H.I.E.L.D. eventually tracked the family down to the airstip and attempted to stop thier escape by shooting down the plane, managing to wound Vostokoff. Shostakov fended off the S.H.I.E.L.D. by firing back at them as Romanoff managed to get the plane to take off.
Afterwards, WHiH World News reported on the secret Russian agents hiding within the town.[1]
