Melina Vostokoff was the leader of the Red Room and adoptive mother of Natasha Romanoff.

Red Room Leader[]

Trained in the Red Room, Melina Vostokoff was put on an undercover mission with Alexei Shostakov as her husband and Natasha Romanoff as her daughter. Romanoff eventually defected from the Red Room and killed Dreykov. Vostokoff then became the new leader of the Red Room and gained control over the HYDRA Stomper.

Iron Maiden and her Widows — Vostokoff arrives to apprehend her targets

In 2014, Vostokoff planned to trap Captain Carter, so she ordered the HYDRA Stomper to attack Bucky Barnes, knowing it would result in Carter being led by the HYDRA Stomper right to her. Vostokoff was contacted by the HYDRA Stomper once he had brought Carter and Romanoff to a Sokovian military base, and she arrived along with the Black Widows to capture them.

What if.. — Vostokoff tells Captain Carter to surrender

Vostokoff activated the HYDRA Stomper and revealed her true intentions to Carter and Romanoff, explaining that Carter was of high intrigue to her, as she wanted to kiss her, kill her, and dissect her, seeing her as the epitome of womanhood and science. Vostokoff told Carter and Romanoff to surrender, but they instead chose to fight, so Vostokoff order the HYDRA Stomper to capture Carter while the Widows opened fire upon Romanoff.

Melina kicks Natasha — Vostokoff fights against Natasha Romanoff

While Vostokoff watched Romanoff fight, she instructed the Widows on how to beat her, including revealing Romanoff's past injuries. Romanoff defeated all of the Widows, so Vostokoff then fought her. Vostokoff landed several strong hits on Romanoff, who was tired from the previous fight, resulting in Romanoff falling to the ground. Vostokoff told Romanoff how disappointed she was in her as she began to choke her to death. However, Vostokoff was pulled off when Romanoff connected a grapple to her and the HYDRA Stomper as he destroyed the Red Room Academy, killing Vostokoff.^[1]

Being the leader of the Red Room, Vostokoff displayed no issue with forcing people against their will to be under her control, in fact, she even took great pride, claiming Steve Rogers was happier while in his brainwashed state. Devoid of remorse or empathy, Vostokoff was ruthless and would do whatever it took to achieve her goal, including violently killing her own adoptive daughter, Natasha Romanoff, who she attempted to strangle to death.
