I think the only part of this that's unique to a given universe is Betty being in danger while the military attack him. I thought about Betty Ross Savior Hulk but that kind of applies to main Hulk after Culver. Maybe New York Betty Ross Savior Hulk? - Personally I think Floating Arc Reactors is better. It’s shorter and gets more to the point of the main reason it’s separate.
