Mark Basso is an agent of S.H.I.E.L.D. secretly working as a HYDRA operative.
Biography
Mark Basso and Mark Smith took the Scepter to Sokovia from S.H.I.E.L.D. S.T.A.T.I.O.N. and delivered it to Wolfgang von Strucker and Doctor List. He explained to Smith that HYDRA had a base of operations in that country as it developed outside of the attention of S.H.I.E.L.D.
When List started testing the power of the scepter on human beings, Basso explained to Smith that HYDRA would no longer need to hide once Project Insight was activated.[1]
