Mark Basso is a HYDRA operative, working deep undercover as a S.H.I.E.L.D. agent, assigned to transport the Scepter to Sokovia for Baron Strucker's HYDRA cell.

HYDRA Operative[]
Mark Basso and Mark Smith took the Scepter to Sokovia from S.H.I.E.L.D. S.T.A.T.I.O.N. and delivered it to Baron Strucker and List. He explained to Smith that HYDRA had a base of operations in that country as it developed outside of the attention of S.H.I.E.L.D.
When List started testing the power of the scepter on human beings, Basso explained to Smith that HYDRA would no longer need to hide once Project Insight was activated.[1]
