Officer Luke is a New York City Police Department officer and a member of the Anti-Vigilante Task Force.

Gallo intercepts Phil Gallo
Luke joined the New York City Police Department and served under Phil Gallo's command, before being recruited into the Anti-Vigilante Task Force by Wilson Fisk. Luke received orders to bring Gallo to Red Hook Pier for an audience with Fisk, so he replaced Mario as Gallo's driver and waited for him in the car, while he was leaving the New York City Hall. Upon seeing a Punisher's skull tattoo on Luke's neck, Gallo realized that he was now with the AVTF, which Luke confirmed.
Gallo watches Wilson Fisk kill Phil Gallo
Luke then drive Gallo to the AVTF base at Red Hook Pier, where Fisk, Buck Cashman and other AVTF officers were waiting for Gallo. As Luke joined his AVTF colleagues, they all watched a brief standoff between Fisk and Gallo, during which Fisk claimed that Gallo let the rank-and-file officers down. Luke then witnessed Fisk assaulting Gallo and brutally murdering him in front of the officers, as none of them interfered.[1]
