Lee was a Hydra agent who was undercover at S.H.I.E.L.D. Under orders of Secretary Alexander Pierce, Lee accompanied many other undercover agents to an elevator in the Triskelion to arrest Captain America. Rogers figured this out and was ready for the attack. Lee was soon subdued.[2]
