The Latvian GRC Resettlement Camp was a refugee camp owned by the Global Repatriation Council in Riga, Latvia.

Supply Request[]
In 2023, a Resettlement Camp was set up in Latvia by the Global Repatriation Council in order to house people who had been displaced by the Blip. Teachers present taught the children there, although quickly ran out of supplies. A teacher attempted to contact the GRC for more supplies, but received no response.[1]
Donya Madani's Passing[]
In 2024, Donya Madani was kept at the Global Repatriation Council Resettlement Camp in Latvia. The Flag Smashers went to visit her, and Karli Morgenthau played soccer with several kids outside while the rest of the Flag Smashers unloaded trucks. Dovich asked Morgenthau to go upstairs, where she found that Madani did not have much time left to live. Morgenthau sat next to Madani and cried while Madani died.[2]
Searching for Answers[]
Sam Wilson, Bucky Barnes, and Helmut Zemo went to the Latvian Resettlement Camp while looking for Karli Morgenthau and the Flag Smashers. Wilson searched the upstairs and told Barnes to see what he could and to watch Zemo. Wilson walked through the upper part of the building and asked about Morgenthau and Donya Madani, but the residents of the camp ignored him. Wilson saw that the Flag Smashers' symbol was on a box of supplies. Barnes similarly got no response from people he asked about Madani.
Wilson asked a teacher for help, but the teacher explained that the people there did not like outsiders. Wilson offered to help the people there, but the teacher explained that Wilson would not improve their situation and that he did not trust Wilson. Meanwhile, Zemo approached a group of children and offered them candy, which one young girl took. Zemo said that he was her friend and asked about Madani, and the young girl whispered the answer into Zemo's ear. Wilson and Barnes reunited without having learning anything, and Zemo told the girl not to trust Wilson and Barnes before walking away. At Wilson's request, Sharon Carter began surveilling the camp.[1]
Funeral Interrupted[]
A funeral for Donya Madani was held at the Latvian GRC Resettlement Camp, which a young girl led Sam Wilson, Bucky Barnes, Helmut Zemo, John Walker, and Lemar Hoskins to. Walker handcuffed Zemo and gave Wilson ten minutes to talk to Karli Morgenthau before he entered and attacked him. Wilson entered the funeral room and stood to the side as Morgenthau delivered a eulogy for Madani. Mourners paid their respects for Madani and all left, except for Morgenthau, who stayed to confront Wilson.
Wilson approached Morgenthau and offered his condolences, asking to talk rather than go to war. Morgenthau told Wilson that the Global Repatriation Council started the war, and Wilson sympathized but said that hurting people would never be the answer. Meanwhile, Walker grew impatient and scolded Barnes for insisting that Walker wait. Wilson gets Morgenthau to admit that she sees the people she hurts as simply roadblocks and that she would hurt them again if she had to, before she suddenly realized what she said. Wilson explained that he agreed with Morgenthau's cause, but not her methods, and suggested that Madani would not agree either.
Morgenthau considered Wilson's words, but Walker suddenly burst in and announced his intention to arrest her, causing Morgenthau to believe that Wilson did not mean what he said and that he was simply stalling for time. Morgenthau fled while Zemo escaped his handcuffs and found Morgenthau, beginning to shoot at her. Morgenthau took cover, causing the remaining vials of Super Soldier Serum to fall out of her bag. Nico rescued Morgenthau, and Zemo stayed behind and destroyed the vials except one. Walker then incapacitated Zemo with his shield. Walker picked up the remaining vial and debated taking it, when he reunited with Wilson, Barnes, and Hoskins.
Later, Nico and Morgenthau discussed the circumstances of their meeting, which Morgenthau said she believed to be fate. Dovich read a text out loud to Morgenthau from the Power Broker, threatening the Flag Smashers. Nico insisted that they could not win both the fight against the Power Broker and Wilson, Barnes, Walker, and Hoskins, so Morgenthau decided to separate their enemies and kill Walker.
Morgenthau called Sarah Wilson, explaining her intention to kill Wilson's brother for working for Captain America. Wilson insisted that her brother was not, and threatened Wilson's sons if she did not communicate a meeting place and time to her brother.[1]
Skirmish with Captain America[]
Sam Wilson and Bucky Barnes responded to Karli Morgenthau's threat and returned to the camp, and Morgenthau explained that she would not kill his family, since it would be meaningless. Morgenthau told Wilson to either join her or let her be free, when Sharon Carter contacted Wilson and told him that John Walker had found the Flag Smashers. Wilson and Barnes fled while Morgenthau chased after them.
The Flag Smashers took Hoskins hostage and tied him up in another room, and Dovich ambushed Walker. Morgenthau chased Barnes while Wilson saw Walker throw Dovich down a flight of stairs, revealing that he had taken the Super Soldier Serum. Walker explained to Wilson that the Flag Smashers had kidnapped Hoskins while Barnes fought a member of the group. Wilson, Barnes, and Walker reunited and fought the Flag Smashers while Hoskins freed himself. Walker was restrained by Nico while Morgenthau prepared to attack him, but got stopped by Hoskins. Morgenthau then pushed Hoskins against a support beam and broke his neck, killing him.
Walker suddenly became very angry as the Flag Smashers escaped, and Barnes and Wilson chased after them while Walker focused his efforts on Nico, whom he killed publicly using his shield.[1]
The local police then raided the resettlement camp and arrested its residents for harboring fugitives. Wilson and Barnes met in the camp, and Wilson told Barnes that the Flag Smashers were missing. Joaquín Torres arrived at the camp as Barnes left, looking for Helmut Zemo. Torres told Wilson that due to the nature of Walker's actions, it would be handled by people higher up in the United States government. Torres asked Wilson what happened to his suit, which had broken. Torres explained that finding Morgenthau would be difficult while she was hiding and that there was nothing to do, so Wilson left with Captain America's shield and told Torres to keep the suit.
The Flag Smashers later returned to the camp and saw that its residents had been arrested, upsetting the group. Morgenthau suggested forcing the Global Repatriation Council to stop hurting them and left the camp, with the rest of the Flag Smashers following suit.[3]
