Kenneth Fuchs was an illusion of the real Kenneth Fuchs which was manifested by D'Spayre in order to confront Mayhem with her greatest fears.

The illusion of Kenneth Fuchs was manifested by D'Spayre to attack Mayhem, who had mearged with Brigid O'Reilly, as she protected the candle lit by Evita Fusilier to ensure Cloak's and Dagger's return from the Darkforce Dimension. The illusion of Fuchs attacked Mayhem along with other illusions of policemen, but Mayhem fought them back. Fuchs thus removed his helmet and revealed who he was. Fuchs begged Mayhem to stop hurting him, claiming that her anger would eventually devour her. As Mayhem presented an apology, Fuchs believed it to be for his previous death, but Mayhem soon revealed that she apologized for what she intended to do: pinning out a grenade on his belt, with the ensuing blast destroying the illusion.[1]
