Kathleen Sparr learned about a case of Gamma Radiation sickness in Milwaukee from soda. Connecting it to Bruce Banner, Sparr found out that the soda was bottled in Porto Verde, Brazil. She brought a file containing the information to General Thaddeus Ross, who commanded her to get people looking for him.

Days later, Sparr and Ross brought a military team led by Emil Blonsky to Porto Verde. Sparr briefed the soldiers on their target and location, telling everyone that he is dangerous.[1]
