Major Julius Allen was present in Edwards Air Force Base in California when the United States Air Force detected Iron Man for the first time and struggled to identify what they were looking at. Allen demanded James Rhodes' presence. Rhodes arrived, and Allen told him that they could not figure out what it was. Allen and Rhodes were informed that it was too small to be seen on radar, so Allen asked what they were dealing with. Rhodes called Tony Stark, thinking it was one of his weapons, but received no useful information.
Whiplash 1 and Scott Campbell found the bogey and failed to make radio contact, so Allen cleared the pair to engage. Rhodes received a phone call which concerned Allen, so he asked if Rhodes needed to share anything. However, they were interrupted by Whiplash 1 seeing the enemy on the bottom of Campbell's plane. Campbell shook Iron Man off, causing him to hit into Whiplash 1's plane. Campbell found the bogey, so Allen gave the order to destroy Iron Man, thinking it was an Unmanned Aerial Vehicle. Rhodes suggested that Allen call it off, but Allen refused.[2]
Receiving the Mark II[]
Julius Allen was also present when James Rhodes delivered the Iron Man Armor: Mark II to Edwards and had it weaponized by Justin Hammer.[3]

- Edwards Air Force Base: Allen ran operations out of the Edwards Air Force Base, such as one in which an unidentified object was seen flying in Afghanistan. He also greeted James Rhodes in the base after he stole an Iron Man armor and bought weapons from Justin Hammer to upgrade it in the base.
