Agent Jasper Sitwell is a HYDRA operative who posed as a high-ranking S.H.I.E.L.D. agent. In the aftermath of the Battle of New York, Sitwell was assigned with the STRIKE team to transport Loki's Scepter away to List.

Sitwell takes the Scepter from Natasha Romanoff

In the aftermath of the Battle of New York, Jasper Sitwell was ordered by Alexander Pierce to obtain the Scepter and transport it to HYDRA. As S.H.I.E.L.D. aided the Avengers with dealing with Loki, Sitwell and the group of STRIKE operatives arrived at Stark Tower and collected the Scepter from Natasha Romanoff.

Sitwell is tricked into believing that Steve Rogers is with HYDRA

With the Scepter in their possession, Sitwell and the STRIKE team headed to an elevator, as Sitwell contacted Pierce and reported that the Scepter is on route to List. Suddenly, Sitwell was approached by Steve Rogers who claimed that the someone will try to steal the Scepter, so it must be handed over to him for safety. As Brock Rumlow replied that it was not an option, Sitwell wanted to contact Nick Fury to clarify but Rogers said that he can trust him and suddenly whispered "Hail HYDRA" to him. Shocked that Rogers was apparently a HYDRA sleeper agent, Sitwell gave him the Scepter as he was asked.[2]
