The Hydra Serum was an attempt by Hydra to create powered people.

History

Trying to replicate Captain America, Hydra tried to create their own serum. However, this serum backfired dramatically, as it had disastrous side effects. The serum accidentally got into the drinking water, causing all of the scientists to merge together into one giant Tentacle Monster.

Capabilities

Although it successfully regenerated limbs as it was intended to do, the serum also had the side effect of turning anyone who drank it into a giant Tentacle Monster. Additionally, these victims would be merged together.
