Howard Anthony Stark was a scientist for the Strategic Scientific Reserve and the Army's number one weapons contractor. After injecting Peggy Carter with the Super Soldier Serum during Project Rebirth, he worked alongside Carter, and used the Tesseract to build the HYDRA Stomper Armor: Mark I for Steve Rogers. He then joined Carter and the Howling Commandos on a mission to Castle de Krake, where he tried to stop the Champion of HYDRA from making it's way through the portal, however, he was not fast enough, and Captain Carter was pulled through in the process.

World War II[]
Project Rebirth[]
Stark and Abraham Erskine began their work as they used the Rebirth Pod Stark had built to douse Steve Rogers with Vita Radiation after receiving the Super Soldier Serum from Doctor Erskine. As Erskine had given a speech to Chester Phillips and the others attending the experiment, the assassin Heinz Kruger, who became nervous of the number of people present, caused by Allied agent Peggy Carter after she refused to stay in the viewing booth, triggered the bomb before the experiment begins, killing Erskine.
Once Carter stopped Kruger from escaping with the vial, the power for the Rebirth Pod was starting to drop. With Rogers wounded from the gunshot by Kruger, Carter became a substitute in his place. Refusing to take orders from John Flynn, he activated the machine and raise the levels to one hundred percent. Once the procedure was finished, Carter was transformed into a super-soldier, much to Flynn's chagrin.[3]
Investigating HYDRA[]
Stark got word that the Castle Rock Tower in Tonsberg was destroyed by HYDRA who grabbed an item that generated enough power to light up London for a century. Although John Flyn refused to allow Peggy Carter to go and retrieve it, Stark created a suit and shield for Carter in order for her to get the Tesseract, which she did.
Carter then went on many missions, including liberating prisoners of war. Stark then created a suit of armor for Steve Rogers called the HYDRA Stomper. This armor was theoretically indestructible. One time, Stark approached Carter and Rogers at the bar to tell them that Bucky Barnes stole a jeep. He then realized the couple were about to kiss and told them to continue while he watched.[3]
Taking HYDRA Down[]
On another mission, HYDRA Stomper was caught in an attack and presumably died. This sparked an argument between Stark and John Flynn, but a mourning Captain Carter broke them up.
They then went on a mission to Castle de Krake in hopes of stopping HYDRA for good. Stark came along as they needed his expertise to shut down a weapon. They were able to infiltrate, but found that Red Skull already started the machine, allowing a Champion of HYDRA into their world. Red Skull was then immediately killed by the tentacled monster. Carter shielded Stark from incoming debris and told him to shut down the machine.
Stark ran over to the control panel, only to find it was written in German. Stark recounted how he went out with Hedy Lamarr, but did not learn German from her. As the Champion's reign pushed further, Stark struggled to get the machine off. Luckily, HYDRA Stomper arrived, being only captured and not killed. He tried to help, but it was too late. Carter was forced to push the squid back into its portal. However, she had to go with it to ensure its death. Carter then left through the portal, seemingly dying.[3]
Post-War Life[]
Following the end of the war, Stark replaced the Tesseract in the HYDRA Stomper Armor: Mark I with his own energy source so Steve Rogers could continue his fight against HYDRA.[4] Stark, alongside Bucky Barnes, Hank Pym and Janet van Dyne, founded S.H.I.E.L.D. after the war.[2] Stark would also father a son, Tony Stark, with whom he'd grow to have a somewhat close relationship.[5]

Stark was charismatic, comical, and sarcastic, trying to humor the situation between Peggy Carter and the Champion of HYDRA during the Attack on Castle de Krake. However, his behavior would cause him to interrupt conversations such as when Carter was flirting with Steve Rogers.

- Genius-Level Intellect: Stark was an exceptionally intelligent person, creating weapons and devices that were considered futuristic to most, including other geniuses.
- Master Engineer: Howard has shown to be an excellent Engineer as he was able to build HYDRA Stomper Armor: Mark I for Steve Rogers.
- Master Scientist: Stark was brilliant in several scientific fields, having helped in the creation of the Super Soldier Serum, which was used to turn Peggy Carter into a super soldier.

- Space Stone: When Howard Stark was given the Tesseract from Captain Carter, he used the Space Stone's energy to power the HYDRA Stomper Armor: Mark I.
- HYDRA Stomper Armor: Mark I: Given the Tesseract by Captain Carter, Howard Stark designed the HYDRA Stomper Armor: Mark I for use by Steve Rogers in battle.
