The Hijacking at Red Hook Pier was a stick-up of Viktor's truck arranged by Luca.
Background[]
With Wilson Fisk stepping away from the illegal business and working on his political campaign, Vanessa Fisk took his place within his criminal empire. The situation within the Five Families was getting complicated as Luca was demanding to pay a toll for crossing his territory, which did not sit well with Viktor. He reminded look that Red Hook was exempt from any tolls and tariffs, but Luca could not let that stand and still insisted on the toll. Vanessa chimed in to deescalate the situation, telling Luca that Red Hook was indeed exempt from tariffs, while asking Viktor show proper respect to his associates.[3]
Hijacking[]

As two of Viktor's men were driving a truck through Red Hook Pier, Luca sent Devlin to intercept them and collect the toll, despite Vanessa Fisk ruling that the territory was exempt from tariffs. Devlin jovially approached the truck, asking both men to hand over the keys from the truck, as well as their wallets, and the driver obliged. However, his partner was baffled that Devlin would try to shake them down, telling him that they were working for Viktor and threatening to resort to violence. Devlin only scoffed at his threats and both men were shot in their truck a few moments after.[2]

Wilson Fisk was updated on what happened by Sheila Rivera, as the killings could jeopardize his Red Hook Pier redevelopment project that he was betting on. Vanessa Fisk noted that since both of them stepped down from crime to focus on Fisk's mayoral affairs, the Five Families were at each other's throats to fill out the power vacuum. Fisk dismissed her concerns, saying that their petty squabbles should not be of their concern and they had bigger issues to focus on.

Buck Cashman speaks with Luca and Viktor
Despite Fisk waving away the issue with the Five Families, Vanessa sent Buck Cashman to speak with Luca, Viktor and Carlo on Fisk's behalf to resolve the situation. Cashman chided both Luca and Viktor for causing such a scene, while they were less than pleased with having to listen to Fisk's right-hand man. Cashman informed them that Luca would have to pay $1.8 million in restitution to Viktor, which infuriated him and led to more arguments. Luca made it clear that he would not pay and if Fisk wanted to make it happen, he would have to speak with Luca in person, but Cashman did not entertain the notion and insisted on the payment to be made.[2]

Luca taunts Wilson Fisk
With no choice but to pay out, Luca ordered Devlin to rob New York Mutual Bank and steal a valuable diamond from the vault, so he could use it to pay Viktor off and get Fisk off his business. Devlin and his men attacked the bank, but due to the efforts of the New York City Police Department and Matt Murdock, they failed to steal anything and got arrested.[4] Luca later paid an unexpected visit to New York City Hall, claiming that he would not be paying, so Fisk increased the restitution to $2.8 million, finding Luca's attitude disrespectful.[5] Luca later spoke to Vanessa and claimed Fisk became a detriment to their business, trying to conspire with her to get rid of Fisk and take over. However, when Vanessa seemingly accepted and provided Luca with an address where Fisk would be alone, Luca ended up walking into the trap and got killed by Cashman.[6]
