Sabotage of Project Rebirth[]

Heinz Kruger was a German assassin who was dispatched by Hydra to the United States to halt the beginning of Project Rebirth, a secret project from the Strategic Scientific Reserve aimed to create a series of super soldiers for the United States Army with the Super Soldier Serum created by Doctor Abraham Erskine, and to retrieve a vial of said serum for his superior Johann Schmidt.

The day of the test, Kruger attended the event disguised as an American agent. However, as Erskine explained that Steven Rogers, the test subject, would be subjected to Vita Radiation to prevent uncontrollable growth, the Allied agent Peggy Carter noticed Kruger preparing to detonate a bomb near the platform Erskine was standing on. Realizing what Kruger planned to do, Carter ran to stop him, but Kruger, knowing he had blown his cover, detonated the bomb on the platform, killing Erskine and some of his scientists.

Running towards the platform to retrieve a vial of serum while everyone was still recovering from the explosion's shock, Kruger turned back and shot Colonel Chester Phillips dead. Rogers came out from the Rebirth Pod to stop Kruger, but Kruger shot him two times, injuring Rogers. Kruger then took one vial, but Carter was standing a few feet a way on his way back across the bridge. Before he could shoot her, Carter shot the assassin three times, killing Kruger and causing him to drop the vial.[1]
