The HYDRA Enlightenment Cultivation Center was a HYDRA facility within the Framework in which HYDRA's opponents were sent, either dead or alive, following their arrest.

Antoine Triplett is imprisoned by HYDRA
In the Framework, the HYDRA Enlightenment Cultivation Center served as a detention center for HYDRA. Antoine Triplett was sent there after being arrested by HYDRA. However, the Enlightenment Cultivation Center did not only welcome living prisoners: indeed, when Jeffrey Mace and Phil Coulson intercepted a HYDRA bus en route to the Center, they discovered that it was full of dead bodies to be disposed of.[1] The Enlightenment Cultivation Center also housed captured children. Deletion
Like everything else in the Framework, the Enlightenment Cultivation Center was eventually deleted when Aida decided to completely shut down the program.[3]
