The HYDRA Commander was a leading operative of a HYDRA facility in Eastern Europe that continued to survive, even after the fall of Baron Strucker and his facility. His unit salvaged the remains of Ultron Sentries and used them to construct Ultimo, only for the robot to be destroyed by the Avengers, who subsequently took the HYDRA agents, their commander included, into custody.

Constructing Ultimo[]
In the aftermath of the Battle of Sokovia, many parts of the destroyed Ultron Sentries were successful secured by HYDRA and transferred to an undisclosed location within Eastern Europe, where they were used to construct a similarly-designed but larger robot they dubbed Ultimo, which HYDRA had commissioned built for its own use, the HYDRA Commander overseeing the construction work personally. Inspecting the head of such a sentry, the Commander inquired to one of his subordinates how went their progress with constructing Ultimo's control system, which his underling answered by showing him the new-completed robotic soldier, which possessed significations he believed greater than was expected. Labelling the robot, a beauty, the Commander instructed for Project: Ultimo to be initiated, which he intended to control remotely from their base.[1]
Unveiling and Defeat[]
Ultimo was subsequently dispatched to attack a village in Ukraine, only to be soon met with steadfast resistance by the arrival of Steve Rogers, Wanda Maximoff, James Rhodes, Vision, Natasha Romanoff and Sam Wilson, who engaged in a battle during which Vision destroyed Ultimo's camera feed, leaving the HYDRA Commander unable to properly direct his creation.
Questioning this as he stared at the static-filled screen, the lead agent was alerted seconds later by his officer, looking up just in time to receive a kick to the jawline by Romanoff, who had followed the signal of HYDRA's remote to their base with Falcon. Ultimo was ultimately defeated by Maximoff and in the aftermath, the HYDRA agents were seized bound while the remains of their creation were collected.[1]
